“One Community, One Exit Strategy”

ABSTRACT
This study investigates the influence of geographical, ethnicity and gender of the hardcore poor situated in the rural areas of Sabah towards poverty alleviation. It is timely for government to ensure that the right exit strategy for poverty eradication programme is identified. Hence, huge government spending should be in parallel with the great reduction in poverty. Programmes like agropolitan project involving the integrated land development in focus districts and Mini Estet Sejahtera (MESEJ) are parts of the promising programmes. Other programmes include increasing of household income, direct assistance, rural industry programme and others. Yet, there is a tendency that the success of these programmes will only be short lived if a mechanism to identify the right exit strategy for particular community has not been done. The importance of having good infrastructure and education is something that cannot be neglected in this case of study. These two aspects will also be specifically addressed in this study. In short, in order to match the appropriate strategy in the rural areas of Sabah, one has to look at the relationship of geographical, ethnicity and gender of the hardcore poor community with the programmes.
