Habit of Numbering the Headings

I notice that most of you use to write heading like this;

1.0 Introduction
or
1.0 INTRODUCTION

In APA writing syle, you need to write it in boldface, without number and located in the middle of page as follow;

                                                                    Introduction

  Executive Summary This study focuses on human resource development issue among the Samah-Bajau Ethnic living at the water village in the bay of Mengkabong, or as it is popularly known as Teluk Mengkabong, Tuaran, Sabah. Mengkabong name was once in the old map of Sabah which indicated an historical value of Mengkabong itself. Therefore, the study concerning Teluk Mengkabong should be able to trace back its importance. In the old days, the size of Mengkabong Village was much larger than it is today. As time passes, 14 small villages* were born. In addition five more village** are scattered around the bay. The village of Mengkabong*** has shrunk in size.
