Teluk Mengkabong: Challenges and Future Directions of Human Resource Development among Samah-Bajau Ethnic


 Executive Summary
This study focuses on human resource development issue among the Samah-Bajau Ethnic living at the water village in the bay of Mengkabong, or as it is popularly known as Teluk Mengkabong, Tuaran, Sabah. Mengkabong name was once in the old map of Sabah which indicated an historical value of Mengkabong itself. Therefore, the study concerning Teluk Mengkabong should be able to trace back its importance. In the old days, the size of Mengkabong Village was much larger than it is today. As time passes, 14 small villages* were born. In addition five more village** are scattered around the bay. The village of Mengkabong*** has shrunk in size. Each of the village is led by its own Head of Village or Community Leader. Last times, the major source of income came from fulltime fisherman’s activity. In fact, there was a member of the family who ventured seriously as full time or part time fisherman. As a consequence, fisherman occupation turned popular and became synonym with the water villagers at Teluk Mengkabong. Moreover, most of the fisherman families were regarded as having a good socio-economic income.  Noteworthy, less emphasis was given on their children education. Nevertheless, time has witnessed the change of faith. Now, it is hard to catch fishes as the old days. It requires bigger and modern boat for the fishermen to catch fishes in the deep sea. This was in contrast with the smaller and traditional boat that the fishermen used to take to the sea which was not that far from the village before. The other greatest challenge occurred when government had developed the water village area into a landed housing scheme. The idea is to cater for a better living place for this community. However, the plan might have ignored the traditional lifestyle and left behind a thorough feasibility study. Consequently, people especially the youth and adolescence group who do not have good education are caught in a dilemma. This study will investigate the challenges found and how did people encounter the challenges on human resources dilemma. The research applies a mixed method approach of both quantitative and qualitative methods. In particular, quantitative method is done through questionnaire distribution among the target group. Meanwhile, qualitative method applies the use of transcript interview which will be used among the senior citizens and some community leaders. Two objectives transpire; namely, to identify the challenges faced and to seek the potential future career for the youth of Teluk Mengkabong to venture into. The study is expected to take 18 months to be completed and expected findings should be an important input for a better human resource development.
